Examples for the public sector

From citizen enquiries to internal procedures: digital workers such as the Public Assistant take over the rule-based, documented parts of administrative work – VISION Consulting captures the processes, MR.KNOW implements them.

Citizen services & applications

Building permits, business registration and deregistration, residents' registration, childcare applications, restaurant licences or deadline extensions: the Public Assistant checks applications, provides information and monitors deadlines and status.

Citizen services run online around the clock – with no queues at the counter and independent of office hours.

Internal administrative processes

Application and case handling, position approvals, applicant and onboarding procedures, automated incoming invoice processing or committee and meeting management.

Routine work runs automatically – caseworkers gain time for complex individual cases, and administrative knowledge stays in-house as a process, even when staff change.

OZG, EfA & Single Digital Gateway

The Public Assistant fulfils information and service obligations under Germany's OZG, connects standardised EfA services with document management without media discontinuities and supports the SDG regulation across portal networks.

Every case remains audit-proof and traceable – GDPR-compliant on the basis of BPMN 2.0.

Identifying potential with VISION

VISION Consulting does more than analyse the potential in public administration: using tools such as PICTURE process modelling, workflows are captured, documented and refined in a structured way.

This creates the solid process foundation – because good automation starts with a properly understood process.

Implementation with MR.KNOW

The captured processes become digital workers – depending on the task, as a rule-based Digital Assistant, an AI-supported Digital Agent or an autonomous Digital Worker.

The orchestration layer sits on top of existing specialist procedures, ERP and DMS systems and integrates them via open standards and APIs instead of replacing them.

One use case first, then scale

The starting point is a concrete job profile or administrative service: the potential analysis leads to a pilot, and the pilot to a rollout across further departments, locations or tenants.

Each additional digital worker is created largely through configuration – at a fraction of the initial effort.

Why together?

Since the MR.KNOW partner days in the Black Forest in July 2026, VISION Consulting and MR.KNOW have been official partners – with a clear goal: practical solutions for digital government. The partnership combines two perspectives on the same task: MR.KNOW contributes its technology for process automation and digital workers – from Digital Assistant to Digital Agent to Digital Worker, transparent and auditable on the basis of the open BPMN 2.0 standard. VISION Consulting adds its understanding of organisations, processes and the people who work with them. Good automation starts with a good process: together, the partners identify suitable use cases, sharpen workflows and choose the right degree of automation – responsibility always remains with people.

About VISION Consulting

VISION Consulting has been advising organisations on digital transformation for more than 40 years – combining the expertise of business consulting and IT consulting. The Berlin-based consultancy supports public administration, industry, banks and insurers as well as trade and service companies from IT strategy to implementation. The starting point and end point of every project is always the human being.

Every engagement takes a holistic view: improving the technical foundations is as much in focus as the people in the organisation. Whether a new IT strategy is being developed or implemented, business processes designed or projects steered – VISION Consulting works competently, reliably, collaboratively, with strong delivery and a focus on results.

The service portfolio ranges from project management, organisational consulting and business coaching through artificial intelligence, enterprise architecture management and information security to the design, development and introduction of modern application and information systems – including front-end and back-end development, low code, software architecture, DevOps, technical project management and IT procurement support.

The world is in the midst of a massive transformation – what is needed is a compass, creativity and courage to shape these challenges rather than fight them. VISION sees itself as an active player in this process: the future in focus, together.

Frequently asked questions

The essentials about digital workers and the potential analysis.

What is a digital worker?

A digital worker is neither a chatbot nor a single script, but a modelled process: it recognises a situation, decides based on rules, executes, produces documents and escalates to a human where needed. MR.KNOW distinguishes three levels — Digital Assistant (rule-based on BPMN 2.0), Digital Agent (AI-powered, also handles unstructured data) and Digital Worker (autonomous AI orchestration across system boundaries).

What happens during the potential analysis?

You upload a job description, job ad or specification sheet as a PDF, or enter the text directly. Tasks, workflows and the achievable degree of automation are analysed; you receive the assessment by email, usually within a few minutes. The analysis is free and without obligation.

How long does the introduction take?

A phased approach has proven itself: a compact discovery workshop, from it a working pilot for one concrete use case, then the rollout to further sites or tenants. The first productive use case takes weeks rather than months, because it builds on a platform that already exists.

Do digital workers pay off?

The benefit is twofold: manual effort drops, and so do error rates and lead times. What decides the business case is reuse — most of the effort goes once into the base of data connectivity, extraction and the rule and document engine. Every further digital worker is largely configuration and therefore costs a fraction of the first one.

What about data protection and traceability?

Processes are documented and versioned, prompts are managed in a vault, and the AI models are interchangeable — there is no vendor lock-in. Operation is GDPR-compliant and multi-tenant, either as a highly secure SaaS cloud or on-premise in your own data centre. Decisions therefore remain verifiable, which is an advantage in audited environments.

Do existing systems have to be replaced?

No. The BPMN 2.0 orchestration sits above your existing systems and integrates ERP, CRM, HR systems or specialist applications via open standards, APIs and connectors instead of competing with them. That protects existing investments, regardless of how individual vendors evolve.

Do digital workers replace employees?

No. Digital workers take on the recurring routine share that ties up experienced staff — around the clock and without fluctuations in quality. They close gaps caused by the skills shortage rather than cutting jobs.

What is VISION Consulting's role?

VISION Consulting contributes over 40 years of experience in digital transformation and the delivery at the customer; MR.KNOW contributes the no-code BPM platform, the digital workers and their operation. Technology and domain knowledge combine into a finished solution rather than yet another toolbox.

Can I generate a digital worker from PICTURE models?

Yes. The two companies PICTURE and MR.KNOW cooperate and offer the option of generating BPM applications or digital workers with MR.KNOW from PICTURE process models.

How are processes captured for automation?

VISION Consulting captures workflows in a structured way using tools such as PICTURE process modelling, documents them and refines them from a business perspective. On this basis, digital workers are created together with MR.KNOW.
